Category 2 — Janitorial / Facilities Management

Ten years, $900M, rat-infested schools, cheated audit inspections — then a new set of vendors gets $330M. The key question for suburban districts: did they use Aramark, SodexoMAGIC, or similar vendors? Did those vendors donate to their board members?

🔵 EdTech-Specific Red Flag

Check if any vendor hosted "educational conferences" or "demonstrations" that board members attended — this is a common disguised kickback pattern in edtech. Sole-source renewals on tech contracts are the default — flag every one.

Category 6 — Waste Hauling — The Most Politically Connected Service

The grandfather of political contract corruption. Waste Management Inc.'s subsidiary was criminally convicted of bribing an Illinois mayor in 1985. D&P Construction (DiFronzo mob) provides dumpsters at casino construction sites.

Was this contract awarded through a competitive bidding process or an RFP with multiple qualified bidders? Or was it sole-source, no-bid, or automatic renewal? Food service now allows RFP instead of lowest-bid (since 2022) but pricing must still be primary. Any contract NOT competitively bid requires explanation.

Q2POLITICAL DONATIONS

Did the vendor, any of its principals, or any of its subsidiaries make political donations to: (a) any school board member who voted to approve this contract; (b) any municipal politician whose municipality has a relationship with this district; (c) any state legislator on education or appropriations committees; (d) any IL political party committee? Search IL Sunshine (illinoissunshine.org) and FEC.gov for every vendor name and every principal name.

Q3DEBARMENT AND CONVICTION

Has the vendor, any principal, or any affiliated entity been: (a) convicted of a crime in connection with a government contract; (b) debarred from state or federal contracts; (c) named in an FBI investigation or search warrant; (d) a party to a DOJ settlement for overcharging government entities? Cross-reference against IDOT debarment list, SAM.gov federal debarment, and every documented criminal case in this audit.

Q4PRINCIPAL CONNECTIONS

Does the vendor's ownership, management, or board have any personal, professional, or financial relationship with: (a) any school board member; (b) any district administrator; (c) any district attorney or bond counsel; (d) any elected official with authority over the district? The Leslie Fowler/Aramark pattern — former vendor executive becomes district official overseeing that vendor — is the prototype for this conflict.
