Search IL Sunshine (illinoissunshine.org) and FEC.gov for every vendor name and every principal name.
Has the vendor, any principal, or any affiliated entity been: (a) convicted of a crime in connection with a government contract; (b) debarred from state or federal contracts; (c) named in an FBI investigation or search warrant; (d) a party to a DOJ settlement for overcharging government entities? Cross-reference against IDOT debarment list, SAM.gov federal debarment, and every documented criminal case in this audit.
Does the vendor's ownership, management, or board have any personal, professional, or financial relationship with: (a) any school board member; (b) any district administrator; (c) any district attorney or bond counsel; (d) any elected official with authority over the district? The Leslie Fowler/Aramark pattern — former vendor executive becomes district official overseeing that vendor — is the prototype for this conflict.
